Проверьте, что загружаются модули thermal и fan; при необходимости
занесите их в /etc/modules. На некоторых ноутбуках без этих модулей не
включается вентилятор, что приводит к быстрому перегреву.
Имеет смысл на всякий случай проверить, что происходит с температурой при
загрузке со старым ядром - в принципе в ACPI могли что-то сломать.

Если ничего из speedstep-* и acpi-cpufreq на этой машине не работает,
можно попробовать p4-clockmod - особой экономии энергии с ним не
получится, но греться будет меньше.
