Те, кто не могут перейти на отличную от UTF-8 кодировку, скорее всего
не смогут и прочитать документы в других кодировках... Особенное, если
из имени файла не следует кодировка для русского текста, а опыта
аутоугадава у пользователя ровно 0... Мне кажется, что мантейнер,
принципиально экономящий на размере файла README.ALT, может потратить
несколько символов на имя файла, т.е. README.ALT.{koi8,cp1251}.
