Я тоже сначала так подумал и обрадовался, но потом усомнился,
поскольку проект "BlueZ - Bluetooth protocol stack for Linux", это часть ядра Linux
и лицензия GPLv2 для него очевидна. А для firmware не очевидна.
И найти явного указания лицензии на firmware я не смог.

Да, но в этом файле указан держатель авторских прав и его e-mail:
