Видимо у меня не завелось из-за того, что у меня NVIDIA только. Буду разбираться

Мне кажется, что стоит из пакета vulkan выделить отдельно libvulkan1, в который запаковать только /%_libdir/libvulkan.so.1 и /%_libdir/libvulkan.so.1.*
т.к. этого достаточно для работы Vulkan API (ну ещё драйвера видео само собой нужны). По крайней мере Dota 2, Serious Sam Fusion 2017, The Talos Principle работают так.
Ну и можно использовать внешние SPIRV-Tools и GLSLang, а то выглядит сборка немного странно на мой взгляд.
