Когда пишем
"ARG=value CMD",
то ARG это переменная окружения, а когда пишем
"CMD ARG=value",
то ARG это параметр для CMD.
В случае с make, во втором случае make перекрывает параметры
установленные в Makefile. В первом - нет.
