Цитирую этого самого разработчика:
xkeyboard-config - это проект по замещению кривой базы раскладок в xorg
новой базой, приведенной в порядок. Модульность нового xorg позволяет
легко заменить одно на другое. Уже используется несколькими дистрами
(как минимум той же убунту - редхат и сузи на подходе).
