Может и оно, да только с LC_ALL=C все то же самое:
[greycat@greycat SPECS]$ LC_ALL=C file python-module-musicbrainz.spec
python-module-musicbrainz.spec: UTF-8 Unicode English text
[greycat@greycat SPECS]$ LC_ALL=C file python-module-ctypes.spec
python-module-ctypes.spec: UTF-8 Unicode text
И проблема-то в том, что именно в hasher оно не собирается из-за этого.
Кроме этого - проблем-то нет...
