Он так и делает.
Смысл расположения шрифтов в %_datadir/fonts в том, что они могут
исползоваться _только_ для печати, без X.
Это отметил Михаил Забалуев и, думаю, он прав.
Так, кстати, у RH. У MDK -- в x11.
