Если Вы собираете в ru_RU.*, то, возможно, все зависит от того, в какой
locale исполняется скрипт настреок конйигурации.
Это ненормально, так как скрипт этот, будучи вызванным при первом
запуске, должен переписывать настройки по умолчанию.
