По умолчанию по имени в алфавитно-цифровом порядке.
Возможно, используется тот же алгоритм, как `rpmvercmp name1 name2`.

От этого не зависит. Если только у установленных пакетов есть специфические
зависимости/конфликты/unmet-ы (и это тоже может зависеть от конкретной сборки
apt/rpm).
