Хашер создает указанное ему окружение и собирает в нём пакет. Чтобы
создать вот это окружение, он и вытягивает пакеты.
Пока что Вы хотите проверить пересобираемость в среде 4.0 и залить
его в инкаминг, в надежде, что он соберётся в 4.1.
