Дима, скорее всего, это новая норма сопровождения компилятора.
Глянь внутрь -- там не перловка, а сишечка с Decimal64.

Возможно, хватило бы добавить ppc64el к %e2k и %arm:

BuildRequires: perl(Math/Decimal64.pm)
%endif
ExcludeArch: aarch64 %arm ppc64le
