Сам факт присутствия libpwquality в репозитории при наличии libpasswdqc
уже вызывает вопросы, не говоря уже об использовании.
Когда среди пользователей libpwquality только gnome-*, на это еще можно
закрыть глаза, но не на cryptsetup.
У меня libpwquality в списке RPM::Ignore, если что.
