Для noarch есть простой и логичный критерий - идентичность результата
сборки на разных архитектурах. Различия либо есть, либо нет. В данном
случае "незначительные различия" - это как "слегка беременна".

Это скорее к апстриму.
Мне тоже кажется странным, что convert по разному работает в
зависимости от архитектуры. Но разбираться почему он работает именно так
лично у меня нет никакого желания.
