Не очень понял, что вы тут такое странное обсуждаете.
Нельзя ли вместо мифического обновления несуществующего
python(3.1) до python(3.2) выложить в Сизиф python 3, так, чтобы
он существовал параллельно 2.6 и не конфликтовал.
Придерживаясь философии Python "Сейчас лучше, чем никогда."

Ну и расположение содержимого noarch-пакетов в каталоге /usr/lib.
