AM_PATH_LIBGNUTLS определен в libgnutls.m4, которого больше нет с версии 2.8.0.

pkg-config instead.
исправить можно либо подсунув libgnutls.m4 в каталог m4 собираемого пакета

либо научить пользовать pkg-config и отправить патч в upstream - gnutls уже с
год как избавляется *-config скриптов и autotools macros'ов начиная с
libtasn1.
третий вариант: сборка compat gnutls - я не рассматриваю. 2.8.x
практически польностью совместима с 2.6.x как на уровне заголовков так и
на бинарном уровне.
