Очень хороший вопрос.
ICON= сейчас вообще не используется,
хотя мог бы использоваться, как минимум, для GDM.
Я для памяти оформил это как FR на xinitrc

Для GDM размер пиктограмм не имеет особого значения,
так как они все равно будут масштабироваться.
но желательно, чтобы пиктограммы были одного размера,
например, если кто-то придумает оформление для XDM.
У нас, похоже, уже традиция паковать 64х64,
из нее немного выбивается WMaker с 48x48
и enlightmentы c 32x32.
Предлагаю "Рекомендуется 64x64".
