NMU подразумевает peer review, и никакого NMU в идеале не должно быть
без peer review. То есть достаточно квалифицированный чел должен
посмотреть чево туда хотят залить прежде чем это туда зальётся.
Но реализация может быть разной. Например, мастер раз в день сидит
и смотрит чево кто куда заливает. Или же возможна более гибкая схема
просмотра и подтверждения изменений.
