Насколько я помню, давно-давно выдвигался аргумент, что якобы
скомпилированные файлы (pyc и pyo) являются
архитектурно-зависимыми. Отсюда и такое странное расположение
файлов.
Впрочем, mono также располагается в lib.
P.S.
И python и mono могут создавать so-библиотеки и класть их рядом
со своими файлами.
