Да, эта "библиотека" удовлетворяет формальному критерию.
Правда, используется она только в /usr/bin/catchsegv:
LD_PRELOAD=${LD_PRELOAD:+${LD_PRELOAD}:}/usr/\$LIB/libSegFault.so
