Выставить канонический шаблон для %buildroot в ~/.rpmmacros.
Точнее, сам шаблон для %buildroot лучше не трогать, а просто
выставить канонический %_tmppath.
У меня написано:
%_tmppath /tmp/.private/at
Если нет желания привязываться к логину, то можно написать
%_tmppath %(echo ${TMPDIR:-/tmp})
