Как легко увидеть по содержимому этих пакетов, они не являются _дубликатами_
hwdatabase.
Видимо вопрос был в том, что hwdatabase уже содержит файлы pci.ids и usb.ids
и таким образом новые пакеты содержат дубли входящих в hwdatabase файлов.
Ну так до этого такие базы дублировались в lshw и usbip. Задача пакетов
pciids и usbids избавить такие приложения от необходимости пакетить
собственные (к тому же устаревающие) копии этих баз.
Было бы разумно исключить pci.ids и usb.ids из пакета hwdatabase.
