мне всё же кажется что в %_docdir/%name-version должна ледать имеено дока к
пакету - Changelog LICENSE и прочее. Так что если сам пакет чвляется докой,
то навреное правильнее будет что-то вроде
%_docdir/%name-version - здесь дока _к_ пакету
%_docdir/%name-version/html/ - здесь собственно дока в формате html
т.е получится что-то вроде
для пакета w3-rec-html4
/usr/share/doc/w3-rec-html4-alt1/дока_к_пакету
/usr/share/doc/w3-rec-html4-alt1/html/сама_дока
для пакета w3-rec-css2
/usr/share/doc/w3-rec-css2-alt1/дока_к_пакету
/usr/share/doc/w3-rec-css2-alt1/html/сама_дока
