Аналог pkg-config в ffmpeg называется pkg-config. :)
Т.е., ты предлагаешь вынести все Libs из .pc-файлов?
Соответственно наверно надо сделать из них Libs.private?

Может быть, выкинуть из этого пакета [fglrx_glx] документацию?
Всё равно её никто не читает.
