Конечно.

Конечно, rsync годится только в самом начале, а так это dumb transport,
для этих целей не совсем подходящий.

Конечно. Для этого на стороне сервера нужны git-receive-pack и
git-upload-pack, а также git-shell или скорее всего его аналог.
Я хочу это устроить, но ещё не экспериментировал.
Если кто имеет подобный опыт или даже запускал всё это хозяйство в чруте,
расскажите.

Для анонимного доступа, пожалуй, больше подходит git-daemon.
Им тоже надо будет заняться.
