Это зависит от того, что пил/курил мантейнер, когда писал инитскрипт.
Таки да, для большинства сервисов дефолт должен быть "не запускать",
и если запускать, то только если есть специальный правильный конфиг
(который подразумевает как минимум разрешение соединений только с
localhost).
