Просто процитируйте им automake.info:
`AM_CONFIG_HEADER'
Automake will generate rules to automatically regenerate the config
header. This obsolete macro is a synonym of `AC_CONFIG_HEADERS'
today (*note Optional::).
Ключевое слово - obsolete.
