У меня та же проблема с kde уже бог знает сколько.
Я нашел способ, как извратиться:
В конце BuildRequires нужно указать имя реального пакета(того,
который нужно новый ставить) с любой версией.
Т.е. типа:
BuildRequires: kdelibs-devel-cxx = 3.4
BuildRequires: kdelibs-devel > 1
Если имя реального пакета не постоянное(содержит версию), то я тогда
даже не представляю, как.
