По этому адресу с мантейнером не свяжишься ... хотя бы такая причина.
Так же возникает проблема добавления такого пакета в BTS... как вы знаете
в качестве логина используется email и на него высылается пароль и т.д.
В данный момент такие "не правильные" пакеты просто не добавляются в BTS.

это не задача add_changelog, а ограничение в sisyphus_check... IMHO
