А при чем тут транскрипция? Если говорит о mova, то там все идет через
консольный скрипт, который знает, что словарная база в koi8-r, и его можно
легко научить перекодировать в любую кодировку, поддерживаемую glibc,
используя простой фильтр: iconv -f koi8-r -t `locale charmap`
