Нет устоявшейся практики -- программа может таскать с собой перевод
для мана (как правило такое бывает, когда этот перевод из апстрима и
пришел вместе с программой), а может и отдать на откуп пакету
man-pages-ru (такое бывает, когда ман перевёл кто-то другой, в
апстриме его нет и мэйнтейнер этого пакета не пожелал включить перевод
в сам пакет.)

Как правило, они вместе с программой.
