В devel пакете может быть не только это. Там могут маны, например, или
вспомогательные утилиты (для генерации кода, к примеру).
Как пример см. содержимое devel-подпакета в
http://packages.altlinux.org/en/Sisyphus/srpms/libexo/spec
В общем случае автоматически определить, что должно находиться в devel
пакете не представляется возможным.
А еще бывает, что по некоторым причинам вообще не нужно паковать
devel-файлы, которые поставляются апстримом. Навскидку не вспомню, но
где-то я точно такое видел.
