Для сборки в хост-системе (rpmbuild, buildreq) они не играют
никакой роли, и мешать тоже не должны (если верные).

Он тоже вызывает buildreq в хост-системе.

Брр. Чё-то я не понял, но если всё там перечисленное в среде
сборки (хост-системе или чруте) установлено, то и должен
собирать.
