Да, при загрузке из iso образа работает не всё.
Однако, если iso образ используется только как инсталлятор, этого может оказаться достаточно.
А инсталлятор может установить систему, которая во всём подобна предустановленной rootfs,
и в которой всё работает, но при этом она кастомизирована админом при инсталляции.
Для сервера мне это представляется важным (правда, я не умею администрировать сервер),
поскольку лишняя программа это лишняя потенциальная дыра.
