Ну почему же не выключается? Достаточно просто изменить переменную ядра:
$ sudo sysctl net.ipv6.conf.all.disable_ipv6=1
Ну и добавить в /etc/sysctl.conf или в /etc/sysctl.d, чтобы при загрузке
выключался ipv6.
Кстати, можно просто загружать ядро с параметром ipv6.disable=1,
например записать это в grub.cfg или скрипт, который его формирует,
т.е. grub будет грузиться примерно так: vmlinuz ipv6.disable=1
