Можно. Настройте sudo, например, так:
username ALL=(ALL) AL

В смысле, KDE/Gnome (остальные DE в качестве того, что можно
рекомендовать на desktop массовому пользователю не рассматриваются)?
Ну наверное потому, что Gnome в Sisyphus сейчас считается непригодным
для включения в дистрибутив в качестве основного DE.

Да, включается. Можно использовать только classic репозиторий.
