Нет, в настройках стоит "Use the default menu". Из брандингов/меню
установлено следующее:

К тому же, это отсутствующее меню имеет место быть в "меню приложений" в
контекстном меню рабочего стола и отсутствует только на кнопке "Меню
приложений" на панели. Саму кнопку пробовал удалять/добавлять, да и под
созданным чистым пользователем поведение такое же...
