Насколько я понимаю, 'name' здесь - это код страны, первое поле
в /usr/share/zoneinfo/zone1970.tab, а zone - это соответствующее коду
страны третье поле из этого файла. И для 'RU' зоны UTC там нет.
Так что можно попробовать убрать name - хотя насколько это поймёт
datetime-installer, не знаю.
И можно ещё ctime с пустым временем опустить.
Для MSK у меня работает
("/datetime-installer" action "write" commit #t name "RU" zone
"Europe/Moscow" utc #t)
А вот варианта с UTC и в интерфейсе установщика что-то не видно.
