помогло
теперь для желающих пользоваться wink с возможностью добавления
украинских и русских комментариев:

для возможности добавлять украинские комментарии:
1. меняем макрос:
nano /etc/rpm/macros
%_install_langs en_US:ru_RU:uk_UA
2. переустанавливаем пакет glibc-locales
apt-get install --reinstall glibc-locales
3. переходим в директорию wink, запускаем wink так
export LANG=uk_UA.koi8u && ./wink

что бы заработал русский ничего из вышеперечисленного делать не нужно,
переходим в директорию wink, запускаем wink так: export
LANG=ru_RU.koi8r && ./wink
***************************************************************************************************
однако, косяк таки есть - не работает с буфером обмена, после вставки
из буфера русский/украинский текст превращается в вопросы
пробовал текстовый файл перекодировать в koi8u и из него вставить - не помогло
пока поборол так:
1. в нужных фреймах создаю комментарии, просто вставляя боксы и
добовляя пару слов
2. экспортирую текст: Project > Export Text to file
3. открываю файл kwrite меняю кодировку на koi8u, пишу комментарии
4. импортирую этот файл в wink Project > Import Text from file
