Не так. TeX - язык разметки, работающий с боксами и клеем (и
ничем более). Уровня примерно PostScript. На нём уже строятся
макропакеты, такие, как plain tex, latex, texsis, и т.п.

Скажем так - latex - система, несколько более ориентированная на
логическую разметку, чем plain tex. Не более того.

Применяют. Бывает, что и в этом есть необходимость.
