Мой опыт показывает, что уровень этот внешне ограничивается лишь одним
фактором - степенью автоматизации (компьютеризации) документооборота.
Ну и, соответственно, защитой от идиота, в данную автоматизированную
систему заложенной. Ничего более не может помешать простому
интернациональному чиновнику доводить любое дело до полного и абсолютного
маразма.
