Не помогает.
Пробовал другие шрифты из пакета XFree86-cyr_rfx-fonts-cp1251 --
то же самое.

Вот что обнаружил в /var/log/messages:
loadkeys: Loading /usr/lib/kbd/keymaps/i386/qwerty/ruwin_ct_sh-KOI8-R.kmap.gz
Нашел файл (/etc/sysconfig/keyboard), в котором это можно поменять.
Заменил
KBCHARSET=koi8-r
KEYTABLE=ruwin_ct_sh-KOI8-R
на
KBCHARSET=cp1251
KEYTABLE=ruwin_ct_sh-CP1251
и проблема разрешилась.
