В обоих случаях в Vi.
Конечно, Vi можно настроить на показ файлов в различных кодировках,
но это не выход. Хочется все же перейти на cp1251 (к примеру, для того,
чтобы иметь возможность воспользоваться утилитой cat :) без переустановки
системы.
