Это конфигурационный файл, который отвечает за настройку рендеринга
шрифтов для каждого отдельного пользователя. Полное описание
синтаксиса можно найти на
http://www.freedesktop.org/software/fontconfig/fontconfig-user.html
Пример моего конфига в прищепке. Нужно его скопировать в домашнюю
директорию и перелогиниться.
