Не заметил слов "обновление по безопасности".
По опыту stable debian: практически все живые апстримы (из значимых
исключений - мозильщики), выпускают обновления по безопасности для
стабильных веток длительное время.
Конечно, к откровенно тухлым пакетам это не относится, но держатели
тухлых пакетов в дистрибутиве - ССЗБ.
