Нужно, это очень удобная функция.
Если тачпад от Synaptics, то
$synclient -l
Далее
$synclient UpDownScrolling=0
изменит значение на время текущего сеанса. Чтобы изменения сохранились
после перезагрузки, добавьте в /etc/X11/xorg.conf в секцию
Section "InputDevice"
Identifier "SynPS/2 Synaptics TouchPad|0"
строчку
Option "UpDownScrolling" "0"
