Э-э-э... Gimp?
Хотя для накладывания рамочек и (не)сложного редактирования фоток мне
нравится XaraLX. Ее возможности достаточно красочно проиллюстрированы на
официальном сайте в видеороликах. Есть правда одна проблемка: для
виндовз она платная, хотя и не дорогая.
P.S. Да, редактирование растровых фоток в векторном редакторе --
извращение. Но здравый смысл в этом есть.
