Насчет OODraw самый мощный тут я не согласен. Это просто векторный
редактор. Да и совершенно без поддержки примитивов (например с UML в нем
работать практически невозможно).
Так что все от задачи зависит.
Если то что нужно это скорее чертеж/рисунок то OODraw позволит сделать
это красиво. Особенно в случае "надо сделать по ГОСТу".
Если это скорее презентация (достаточно много текста и простые схемы) то
тоже OODraw.
Если это схемы из однородных элементов (схема сети, UML, IDEF0, ...)
тогда Dia. И если dia не хватает тогда альтернативы Visio нет.
