Я ни разу не видал pppoe-соединения без модема (но я мало видел),
попробуйте поставить пакет rp-pppoe-gui и запустить от рута tkpppoe
(ALt+F2 - kdesu tkpppoe). Вдруг получится.

Это можно проверить - в консоли пропинговать IP-адрес провайдера или
другого известного Вам компьютера, например
ping 192.168.2.100
