Лично у меня ни каких проблем с utf8 на ALT4 не возникло, разве что
может потребоваться локаль на koi8 для старого софта вроде фидошного, но
это, обычно, решается в локальном порядке без смены общей локали
системы. Следовательно менять на koi8 нет ни каких причин, как минимум
для меня.
